RC Engineering and Construction Management is an SBA-certified 8(a)/SDB, woman-owned, small business that provides services to federal, public works, and environmental construction industries nationwide. Our principals have more than 20 years of federal and public agency project experience and understand the detailed management, documentation, tracking, and reporting requirements unique to these industries.

RCECM has a team of registered and certified engineering, environmental, estimating and project controls, and construction management personnel with experience in a wide range of engineering and construction project types. Their areas of expertise range from environmental (including investigations, design, hazardous and rad waste remediation, and demolition) to all types of traditional construction (including transportation, rail, heavy civil, and facilities). Our team of qualified personnel have experience worldwide to project needs anywhere in the US and outlying areas.

Our Principals

Colette Steinwert, President
Ms. Steinwert brings more than 25 years of federal project experience ranging from contract administration, to business development and strategic planning, to construction project management. She specializes in strategic planning and business development for A-E and heavy civil construction projects for DoD, DOE, and other federal and public agencies. Prior to forming RCECM, Ms. Steinwert served as a consultant to federal prime contractors for planning, management, and development of large, complex proposals with contract values up to $1 billion. As founder and owner of two highly successful consulting firms serving the engineering and construction industries, Ms. Steinwert is responsible for daily management and operations of RCECM.

Robert Hepler, CEP, PE, Vice President
Mr. Hepler has provided project/construction management and support services on projects for DOE, DoD, as well as numerous transportation and public works projects. His hands-on experience includes construction cost estimating, project schedule management, cost tracking, quality control management, and construction project management. He has experience with construction projects including heavy civil with environmental remediation components, large transportation construction efforts, and military housing. In addition, he has more than 20 years of experience on large, complex engineering and construction projects in the heavy civil and environmental industries. Mr. Hepler is responsible for daily management of project and field operations.
